Kaiserreich: The Great Game

The sun dawns on a world on the brink. It is 1936, Europe stands divided between the Syndicalist forces of the Third International, and the German hegemony of Mitteleuropa which dominates the rest of the continent. Meanwhile Russia finds itself at the crossroads of destiny, following the assassination of President Alexander Kerensky, while the Austrian Habsburgs struggle to find a way to reestablish their lost dominance. In the new world, America finds itself on the brink of civil war, amid growing political radicalization, and a failing economy. Forced out of their homelands by Syndicalist revolutions, the colonial forces of old have banded together under the banner of the Entente, led by the British exiles in Canada. In the Middle-East, the Sick Man of Europe, the Ottoman Empire, faces internal, and external division in its quest to return to its glory days. In the Far-East, the Empire of the Rising Sun stands poised to establish itself as Asia’s dominant power, waiting for the perfect opportunity to strike, and take what’s theirs.

The world is on the brink of war, and it is up to you to lead your chosen nation to glory, in order to become the world’s dominant hyper-power.

Background: It is the beginning of January, 1936. President Alexander Kerensky has been assassinated. While unbeknown to the Russian people; this had been the series of events one man had been hoping for. Whether one of his Black Shirts or a lackey of Kornilov succeeded… Kerensky was dead. 

Working for Field Marshal Kornilov, Savinkov alongside him would storm Moscow. The fighting was intense for the night. However, upon the dawn of the following day, Russia would awaken to a new leader. A new government. A new future.

Kornilov and Savinkov were successful in their coup d’etat. The Democratic institutions that were formed by President Kerensky were declared null and void. The State Duma was officially abolished. Kornilov was President. With the Vozhd at his side as his Head of Government, or “Prime Minister.”

While Kornilov had the largest share of power, Savinkov had his own fair share of it. Premier Kornilov would officially designate military and economic recovery to Savinkov and his cabinet ministers.

The Vozhd would immediately get to work. Outlining a plan to make Russia’s military, economy, and prestige great once more. 

1. In order to fully transition from the weak Russian Republic. Kornilov and Savinkov concluded that the Russian Republic shall be the Russian State. With the State Duma abolished, Savinkov would formally make “Slav’sya” the new Russian national anthem. A patriotic song from the glories of the 1800’s. Calling to the rich history of conquest during the reign of the Tsars, and the peak of the Russian Empire. The new official flag would be the usual Russian colors, with a nationalist symbol of the great White military forces of the past. 

 

 

2. In order to secure the new administration, Savinkov must get to work ridding the state of all political enemies. Socialists, Democrats, Tsarists, must all be exiled, banned from the government, and if necessary, killed. Savinkov would order his Black Shirts, and most ardent supporters of his NRPR (National Republican Party of Russia) to eliminate all socialists and communists deemed a threat to the Russian State. Savinkov will order work camps in the Siberian East to be established in order to harbor political enemies. Premier Kornilov would also establish a decree barring a Romanov from ever holding a monarchial position again, along with an order for the State Duma to be officially declared a null and void institution. 

 

3. The Vozhd would begin outlining a 4 year plan designed to have Russia become a fully industrialized nation, alongside total restoration of the military. This time focused on quality over quantity. With tanks, motorization, and mechanization. The bulk of industry is to be built in St. Petersburg, Moscow, and in case of foreign invasion, the far east towards the Ural Mountains. The government will operate under a state capitalist blueprint to ensure utmost efficiency in the economic restoration of the Russian State. Savinkov will advocate a limited free trade policy in order to bring greater economic prosperity to the peoples of Russia, while supplying nations with the great resources of the Russian land. Public works projects are to be established giving the poor Russians a new opportunity to work and contribute to making their nation great again.

 

4. Kornilov would name “The Black Baron” Pyotr Wrangel as the new Field Marshal of the Russian State Armed Forces. Ordering him to prepare a massive buildup on the borders of Alash Orda and begin immediate military exercises in the event of a special military operation in order to retake Russia’s lost territory. The buildup, for all purposes, is intended to be done as discreetly as possible. However, Kornilov dismisses concerns of major military resistance due to the weak status of Alash Orda, and its neighboring countries armed forces. Citing the backwards nature of the middle east and the little to no industrialization of their nations. Many in those countries recognize themselves as former Russians… which will hopefully give legitimacy to the future invasion.

5. Kornilov and Savinkov. The Premier and the Vozhd, would finally hold a grand military parade in Moscow. Hoping for as many citizens as possible to attend the grand affair and legitimize their reign. Both men outline their manifesto for a greater Russia. One where Russia is strong again, free, and prosperous. Both men will bash the weak President Kerensky who’s indecisive nature failed to make progress in Russia. The syndicalists, socialists, and communists who are traitors to the Russian State my be eliminated. Russian Nationalist purity must reign supreme in the Russian State. Otherwise the state will fail. Behind the scenes, Kornilov and Savinkov make a great duo in public… Savinkov has greater plans of his own along down the line. Plans that may become a problem in the distant future…

Background:  The 3rd Republic ended in the fires of war. From its Ash’s has risen a new state, a Workers state. Sebastien Faure has led a fragile coalition of his own Anarchiste faction and syndicalist Travailleurs.  That is until the elections of 1936.

 

 

The elections proved a defeat for Faure and his coalition, fearing the workers state won’t be strong enough to face to stand against Germany the Leninist faction of the Commune, The Jacobins, have been swept into power. Faure tenures his resignation as chairman and is replaced by Marcel Déat 

Déat begins his work in strengthening his new state.

 

1: For Déat this is no time to be tinkering and reforming the syndicalist system, it is weak and rotten and must be torn down and replaced with a sturdier one. He gets to work reforming his Jakobin faction into a more official party. Forming the centralised Parti Communiste Français. This party will be more harmonious in its view of what France ought to be than the chaotic systems that currently exist. The party will adopt the policies of the previous Jakobin faction (An economic policy focusing on communal industrialisation to eventually match Germany, A military that is led by a centralised and loyal high command and an internationalist foreign policy). Naturally, Déat will serve as the inaugural General Secretary.

2: Anyone undermining the revolution needs to be brought to heel, Déat will move to purge the remaining political factions from Government, making sure the state will not be infested with counter-revolutionaries, social fascists and other disharmonious individuals. 

3: A Military purge is needed, Déat will work to root out and purge any disloyal members of the military and work towards instituting revolutionary education to all officers.

4: Déat will outline his 5-year economic plan to strengthen the French economy by preparing the nation for the inevitable attack from the Germans on the State. The 5-year plan will work on boosting both Arms production (Guns, tanks, artillery etc) as well as the materials needed to produce them. These factories will have towns built around them to serve as their workforce

5-  Trade will help out the economy, The Commune will reach across the Atlantic to another worker's state, Mexico looking to foster trade relations to mutually benefit both economies.

THE KING IS DEAD, LONG LIVE THE KING!

His Royal Majesty, King-Emperor George the Fifth

At 11:55 PM on January 19th, King George the Fifth passed from this world. This came after a weeks-long battle with sickness which had left him bedridden, and with his passing, his heir-apparent, Prince Edward, ascends to the throne as King of the British Dominions and Emperor of India to become King Edward the VIII. King George takes his final rest after leading the British Empire through its most tumultuous times, overseeing the Weltkreig and the British Revolution which cast him and the Royal Family into exile in Canada. While many see him as the man who lost the home isles and much of the empire, his passing still leaves countless in Canada and across the Dominions in mourning. However, while many are distraught with the passing of their King, a good number in Canadian politics recognize that the ascension of King Edward will surely bring with it immense change to the direction of the country...

 

Event 1. The King's Backing: While making sure to attend to the immediate matters of state, meeting with the Privy Council, Prime Minister Mackenzie King, and his advisors, King Edward truly had only one man on his mind after ascending to the throne, Sir R.B. Bennett, leader of the Conservative Party. With King George's death an election has been called for October, and King Edward has no intentions of allowing PM King to remain in office. He will summon Bennett to meet with him, and there Edward will give his full private, and then public, endorsement to the Conservative Party, declaring that for the "strength, security, and perseverance" of the British Empire, R.B. Bennett must be elected Prime Minister of Canada. This announcement comes at the deep displeasure of the Liberals. Having put up with King George's support for the Conservatives for a decade, Prime Minister King and his party struggle to imagine how many more decades they may have to spend with a monarch meddling in Canadian politics. However, when the Prime Minister expresses this disapproval at his next meeting with King Edward, Edward will simply state, "It is I who rules over the British Dominions, is it not? When it comes to who can do what in this country and across the Dominions, it is I who holds the title of King, it is I who holds the Royal Prerogatives. So, if you think I have no right to intervene in the politics of my subjects, think again, Mackenzie."

 

Event 2. The King's Displeasure: Walking away from his argument with the King, the Prime Minister was disgruntled. However, Mackenzie King is not a man who backs down, and just two days after his confrontation with Edward, the government and Liberal Party will announce their crafting of Bill C-7, an omnibus piece of legislation focused on Canada's security and military. The bill will include many things in its initial draft, including subsidization of war industries, improved pay and conditions for soldiers, and an overall boosted Canadian military budget. However, the Conservatives argue that this bill does not go nearly far enough in preparing Canada for the great struggle it must soon embark on. King Edward will attempt to reach the Prime Minister, requesting a meeting to discuss the bill, however the Prime Minister outright refuses the King's request. Not only that, but the Conservatives are shut out from the further drafting of the legislation, with Prime Minister Mackenzie announcing plans for a vote in June, hoping to finalize and officially propose the legislation by then. King Edward, shunned by the Prime Minister, states he fully opposes Bill C-7 and is "displeasured" by the Prime Minister's behavior.

 

Event 3. The Royal Navies: Taking a step back from his political quarrels, King Edward will enjoy a day out on the open sea, watching naval exercises ordered by him among the Canadian and British Royal Navies. While the British section of the fleet is outdated, made up of ships evacuated from the home isles during the revolution, Edward will report being, "elated" seeing the ships of his homeland in action. The King, however, will make it clear he did not order these exercises for fun, stating that, "We must ensure that the Canadian and British fleets are prepared for action. If we are to cross the Atlantic and strike at the tyranny which has overtaken the home isles, we must ensure our naval forces are at maximum readiness and strength." The King will then meet with R.B. Bennett following the exercises, with an announcement made by the Conservative Party the next day.

 

Event 4. Full Funding and Support: The Conservative Party, on the advice of King Edward, will propose a bill heavily expanding naval funding, providing a 5-year plan to massively increase the "size, capabilities, and firepower of the Canadian Royal Navy". The bill will be battleship-centered, including a proposal for two super-heavy battleships named "His Royal Majesty's Fists", which will be the two largest battleships ever made. The King will take credit for much of the plan, stating that, "I will be glad to see Canadian battleships raining hellfire down on syndicalist scum." Despite their recent political tensions, the King hopes the Liberal Party and Prime Minister will back the bill, stating that they will be "opposing the interests of the Empire and our fight against syndicalism" if not.

 

Event 5. The King's Speech: To close the month, King Edward will address the Canadian people directly for the first time, taking to the airwaves to deliver his first address as King. He will call on the Canadian people to "fulfill the work and duties set out for us these next few years", striving to "destroy the syndicalist evil controlling the mother country" and "rebuild the strength of our common empire and realm". The King will criticize the Prime Minister's government, lamenting that Bill C-7 is "wrong for Canada" and would leave Canada "incapable for the fight against syndicalism to come". Edward will reaffirm his call for Canadians to support the Conservative Party, and will close declaring that, "We must brace ourselves to the common cause of the British Dominions, to retake the mother country and restore the rightful place of the British Realm on the world stage. Let us prepare for this task."

The Sick Man Stands 

Austria-Hungary, the nation who started all of this stands in a place not so different than where they had started. Serbian nationalists pose a challenge in the south, an unruly relationship in Italy threatens the nation, and an optimistic accord with Germany holds the country in place. Despite being the main cause of the Great War, Austria-Hungary received little in the way of direct benefits from the war. Serbia was forced into an economic union with Austria, as well as some land ceded to the Dual Monarchy, as well as a sliver of territory in Italy now lies under Austrian protection.

Still, the country is hopeful for the future. While many internal problems plague the nation, the crown looks forward to another Augsleich negotiation in 1937 (following those in 1867 and 1927). The Austrian crown is optimistic they can encourage other nations, such as Illyria and Bohemia, to come behind the Austrian position. They are more worried about the feelings and thoughts of their co-partner in Budapest. 

Austria-Hungary is a nation that was not meant to be. Each part threatens to pull apart at its seams. However, if even one takes its leave, the whole country could be under threat from a variety of external forces. 

Event 1: Preparing for Augsleich - The Augsleich negotiations in 1927 were an abject failure for the powers in Vienna. Germany was called in to mediate, and in the process, revoked Austrian control over Ukraine, as well as denied Hungary the ability to take more power in the Dual Monarchy. Karl I hopes to avoid those same problems from coming up in the third Augsleich negotiations.

The jitters that come from Vienna about potential German mediation are real and pronounced. In order to potentially avert this, the Dual Monarchy dispatches some of their advisors to speak with leaders of the constituent nations - Illyria, Hungary, Bohemia, and Galicia-Lodomeria. Their goal is to push them into an agreement towards what Vienna's position is: greater central authority over foreign relations and security, while allowing for a more decentralized local control on other issues. Austria's end goal lays towards consolidating Austro-Hungarian unity in the face of the world. 

Event 2: Stirring the Austrian Economy - It's the economy, stupid. The economy of Austria-Hungary has been on the incline, to sighs of relief from Vienna. In order to foster more goodwill among nations inside Austria-Hungary, the quickest way is to stabilize the economy and project a successful Austrian decentralized regime to the world. The only way to make them look successful is to do it.

Karl I will instruct his economic ministers to meet with several large businesses from Germany, Austria, Italy, and the United States about fostering more industrial growth inside the Dual Monarchy. He will hope to portray a stable Austria in negotiations as well as the benefits that they could receive from joining and building in Austria-Hungary. He knows that the road through Europe runs through Berlin, but he hopes to make the road travel through Vienna on the way. 

Event 3: Rapprochement with Bulgaria - The fourth and final victor of the Great War lies to the south, in Sofia. Austria and Bulgaria even share a border by way of Hungary. The two countries have never been particularly close, however, they both stood in solidarity against Serbia in the last war. Vienna hopes to begin outreach toward their southern neighbor with a series of thoughts and ideas to encourage them.

Austrian thought-leaders will begin to distribute leaflets in Sofia and other large Bulgarian cities about the benefits of membership in an economic union with Austria. Austrian ministers will be dispatched to meet with Bulgarian leaders. They will suggest that Vienna's focus on European affairs could benefit Bulgaria against a revanchist Ottoman State more than a Germany distracted with fingers in pies all over the world. 

Event 4: The Austrian Army - The Austro-Hungarian army has always been the most important branch of any force in Austrian public life. The navy, small and feeble, has not been significantly spent on in years. It is not worth the money or the time to attempt to expand it once more. So, naturally, Austrian reformers turn their eyes towards the army. Military leaders are due to meet in Budapest to discuss an idea for the Augsleich negotiations due to be held in 1937 - a fully integrated army. 

The proposal (while coming from Vienna originally) focuses upon a similar stature as the kingdom overall. The army's top generals will need to come from at least two separate kingdoms, and each battalion of the army will need to have constituents from at least two different kingdoms. All soldiers will be expected to be fluent in German and Hungarian in order to be able to effectively communicate (and to placate their Hungarian counterparts). 

Event 5: Stabilizing the Empire - Austria-Hungary has never been the most stable of places. While much is being done behind the scenes, there is little more that the kingdom can do than to take it public. Austrian nobles announce a tour to be held in the capital regions of each constituent nation of the empire. They hope it will lend additional support to Austrian positions in the Augsleich negotiations, and stabilize feelings in the country ahead of a turbulent time.

Event 1: Respect for the Sultan  - Sultan Abdulmejid II will tour across Ottoman territories, visiting the Vilayets of the Levant.The Sultan meets with local leaders in Beirut, Aleppo, and Syria, seeking unity amongst fellow Muslims and with all Arabs. He hopes to gather support for more centralization as means of strengthening the Ottoman economy and military, as well as garnering respect for the Monarchy.

 

Event 2: Relations in the Balkans - Foreign Affairs Minister of the Ottoman Empire, Mustafa Ismet Pasha, gathers a team of Turkish diplomats and ambassadors to meet with delegates of Prime Minister Papandreou and Tsar Ferdinand I. They will attempt to improve relations with Ottoman European neighbors, and foster the creation of trade relations between the three nations, seeking new economic stability in the Balkans.

 

Event 3: Power of the Grand Vizier - Grand Vizier Mustafa Kamal Pasha will work under the table with fellow leading members of the ruling Ottoman People’s Party to strengthen the power of the Grand Vizier and his advisors. Pasha maintains that strong, decisive action from the Head of Government is the best way for the Empire to remain strong through the remainder of the century. This way, there will be less obstruction coming from the Chamber of Deputies when Mustafa Kamal looks to reform the nation.

 

Event 4: National Education - The Grand Vizier creates a new position within the Ottoman Government: Minister of Education. This new minister, Aytaç Mataraci Pasha, will work closely with the Grand Vizier to oversee reforms in the education system of the state. The first of the new education reforms will see Vilayets on the outskirts of the nation given the option for their children to learn Turkish or Arab, as a method of promoting united Ottoman nationalism and unity between languages and ethnicities. After all, we’re all Islamic, so we ought to love each other as brothers. 


Event 5: Eastward Economic Growth - The Ministry of the Interior will put new focus on development of Eastern Anatolia. Most development has come in the western portion, and it’s time to make the heartland of the Ottoman Empire more whole than it’s ever been. Largely, remaining portions of the Armenian population will be pushed further eastwards as a method of expanding Turkish business in the area. Turkish upperclassmen will be given tax breaks and other incentives for expansion of businesses in the provinces of Sivas, Erzurum, and Trabzon.

Event 1: Armament - Tom Mann will hold an event on the docks of Liverpool. The speech will be broadcast on the radio as well as delivered to those in attendance. 

Good people of our British Union, good afternoon. Recently, troubling news has emerged from the nation of Canada, their nation is preparing to invade our own and seek to end our way of life and governance. They seek to restore the Royal Family who kept our working people for so long in shackles. And so, I speak here, where our movement and our new nation was born to tell you that we will resist them!

The Union of Britain is to invest in and produce ships and planes for our defense, we shall ensure we are stocked with anti ship and anti aircraft weaponry. We do not seek war but should it be brought to us we shall defend ourselves! We have freed ourselves and our nation from the shackles of Imperialism and we shall not allow it to return!

Event 2: For the Worker - It's no secret that while the Union of Britain is a dream achieved, it's not yet a dream for the inhabitants of the nation. This must change. R.H. Tawney, the Minister of Home Affairs, is to spearhead this. The Union of Britain will embark on a mass house-building program to provide social housing for its citizens, they will work to ensure that these homes are warm and lit for their inhabitants. Everyone must live well, this is what was fought for.

Event 3: Education - The Board of Education will embark on massive and weeping reform. The Union of Britain will seek to ensure that all of its citizens have easy access to the best education possible, Britain will become a shining beacon to the workers of the world, showing them what can be achieved. All schooling will be free of charge and adult education will be made readily available and easily accessible for all those who seek it out. British Universities will be kept among the finest in the world and will of course be open to foreign students.

Event 4: Local Democracy and Activism - The Union of Britain has its ideological pathway, however it must never stagnate. In order for the Union to thrive with the times it must be open to new ideas to develop its ideology. For this to happen the populace must be involved. Local governments will be encouraged to hold meetings open to all, this will encourage involvement in politics and hopefully inspire others to create the future leadership of the Union.

Event 5: Regional Democracy - All voices must be heard. In the Union of Britain the people must be listened to and treated equally. Otherwise, they are no better than the previous Britain or any of the capitalist nations. Thus regional parliaments must be formed. This will allow for a more reachable government and a more local control of local areas. Regions will be run by people who know them, members of the government will be easier for the people to reach.

The Japanese government will begin to invest in the civilian economy. It's goal is to make Japan no linger reliant on foreign goods or trade

The Japanese government will continue to assimilate the region in the Korean peninsula

The Social Democratic party has been put campaigning effectively, it's reported that the Imperial Diet might just elected a new Social Democratic Prime Minister and government. The Social Democrats have stated they'd would not form a government with the syndoclists.

Japan begins to pass legislation aimed at preventing any radical far-right or far-left groups and parties from rising up. The bill has broad support among the most moderate parties.

The Emperor goes on a tour of the country, hoping to meet his fellow countrymen.

Event 1 - The Garner-Wagner bill will be reintroduced as the first part of Hoover's plan. He now believes that in order to bring America out of his hole, he needs drastic measures. Issue is, congress is starkly divided between a whole bunch of people and a wide range of ideology. Herbert is not expecting any miracles to happen. But he wants this miracle to come true.

Event 2 - The FBI is directed to begin an aggressive surveillance program on rising political stars on the fringe. Specifically, Jack Reed and Huey Long. Trying to challenge them directly will probably not work out well, so this is the best shoot we have to take em' down. 

Event 3 - It's highly embarrassing for a nation at our size to be doing this, but desperate times call for desperate measures. Diplomats are sent across the world to basically beg for any foreign investment. They know nations are gonna be extremely reluctant and so concessions are offered if need be. It's promised that Hoover is working on fixing America and investment will pay off big time as he does. That entirely relies on The Garner-Wagner Bill passing. 

Event 4 - Herbert Hoover begins to make trips to industrial areas affected by the depression. Seems like he wants to get himself more popular with the people. Weird. Some reports say he is considering a third term but who knows.

Event 5 - Herbert will ask state governors to take a hard line with fringe elements. America can not and will not tolerate them any longer! Any events held by them are to be monitored closely and as soon as something seems awry it is to be clamped down on immediately.

Alright, Busy at work so I'm not going to do as much background as everyone else:

 

1. The German Empire is going to make a focus on improving law and order, highlighting that a good citizen obeys the laws and supports their country.

2. The newly appointed Chief of Police (I don't know what this would actually be) begins a campaign to root out corruption.

3. The Chancellor moves to establish begin pushing out the remaining members of the Old Regime, seeking to appoint his own lackeys to accomplish his goals. 

4. He attempts to intiate contact with the New Russian regime @Pringles to hopefully secure friendship.

5. He replaces the former Chief General with a new less traditional warrior, with the hopes of modernizing the German armed forces.

@Willthescout7 Concerning the Russo-German Trade Agreement: Vozhd Boris Savinkov wholeheartedly expresses approval for the deal. Planning a state visit to the German Empire sometime within the month where more intricate matters may be discussed, and old wounds be may sealed.
