The Japanese government will focus on stimulating the economy. They shall begin subsidies of key industries.

The Japanese government will begin to exploit more of the Manchurian region in order to make the Japanese a powerhouse.

Japan will further cut taxes because of the effects of Black Tuesday in order to maintain stability.

1. Austria-Hungary will invite German delegates to Vienna for talks on a trade agreement, with Vienna recognizing the need to expedite one with the crashing of the world's economy. They offer Germany to work intensely between the two countries to get each other back afloat. The Dual Monarchy's fate depends on the restoration of its economy, even though it may be better prepared than a choice few in the rest of the world. @Willthescout7

2. The Austro-Hungarians will begin searching for ways to potentially save their countries' economy. They order an investigation into how much money currently stands in the Treasury can be used to keep people from going out of work in the country and for how long. They also order the council to look into what sorts of jobs can be found for people that are going out of work and what the state can do about it.

3. Austria begins a program to look at housing for people that may be out of work, hoping to improve the quality of the lives of their fellow Austrians. They know that the economic down-spiral will have far-ranging effects on many areas inside the Dual Monarchy.

4. They still need to keep an eye on world affairs, however. The small Italian rump-state that the Austro-Hungarian throne backs is threatened by syndicalists on all sides. The Archduke calls a meeting with the leaders of the Italian Republic due to be held in Zagreb, Croatia, just inside the borders of Austria-Hungary and laying close to Italy. They hope to provide a plan for the defense of the region in case of an assault - or a plan of attack if need be.

5. Austria-Hungary's position has been dramatically affected by the new economic problems unleashed by Black Monday. The throne announces urgent meetings with the leaders of all Austro-Hungarian regions about how to mitigate its effects on them and provide law and order.

Event 1: Revenge of the Vizier - Mustafa Kemal, scarred by the most recent assassination attempt against him, had lost an edge. He was perhaps suffering from, as it would be called in medical circles, Kabuk şoku, or shell shock. The Grand Vizier was having flashbacks to the Weltkrieg and his service in the war. Now, worse of all, he had to deal with rebellion from the very ethnic minorities that he had worked to integrate. Power had concentrated in his hands, and he was faced with very tough work ahead of him. He knew deep down that he could salvage relationships, but the man was scarred and damaged. Revenge was his only option. He would order that Kurds outside of the rebelling areas be watched carefully, and taken into custody if they were to show any kind of rebellion. Any of his own advisors from Kurdish backgrounds were to be removed from the Government immediately. The Grand Vizier had greater plans for revenge, but he knows that those can wait for another day. No actions taken which are unnecessary.

 

Event 2: Rebels in the East - The Vilayets of Erivan, Diyarbekir, Kars, Van, Trabzon are to be placed under a new status immediately, “isyan toprakları”, land under heavy rebel influence which must be controlled. There are already vast amounts of troops stationed in the bordering province of Erzurum, which serves as a Turkish stronghold and a base of operations. Minister Ali Fuad Pasha will visit Erzurum and inform his generals there that their plan of action should be to push through to Kars immediately. With the help of the large Turkish presence in Kars, the Vilayet’s Kurdish population should be the easiest to bring back into the fold. Once Kars is under control, the agricultural center of the rebellion will be cut off and the Kurdish and Armenian united front will be cut in half.

 

Event 3: Dealing with the Assyrians - The Christian Assyrian peoples are mainly concentrated in the Vilayet of Basra. Luckily for the Empire Basra is far cut off from any of the other rebelling groups, and is surrounded by territory of loyal Arabs. The Sultan will be escorted to the province of Baghdad where he will watch over the operation against the Assyrians, under supervision of the Grand Vizier’s most trusted men. The Arabs in this region will be the key to squashing the area’s rebels. Men from Mosul, Baghdad, as well as the Sheikhdom of Kuwait and the Jabal Shammar will be ordered to surround the province and its major cities. However, there will be no order to fire. The Grand Vizier has no personal ill-will towards the Assyrians, and his diplomats will first seek to negotiate with the de facto leader of the Assyrians, Shimun XXI Eshai. The promise of continued religious freedoms loom well over the negotiations.

 

Event 4: Access to Libya - The Emirate of Libya is perhaps the most difficult situation for the Empire. The first order of business will be for foreign minister Mustafa Ismet Pasha to meet with the Egyptian minister. He will make a simple request for military access through Egypt, in exchange for a non-aggression pact between the two nations. The Grand Vizier also sends envoys to the Mutasarrifate of Jerusalem. Here, Mutasarrif Esat Sagay and the envoys will meet with the council which Governs the international zone. They will ask for a special exception to move Ottoman troops through the territory. No occupation, just troop movement. 


Event 5: Avoiding economic consequence - Minister of Finance Mamhut Celâ will work together with leading Turkish economics to mitigate the possible effects of Black Tuesday. There will be nationwide tax reform and economic investment to prevent recession.

1. The Russian State will immediately begin dealing with the disasters in Manchuria. Russia and Japan will come out jointly and blame the hostilities on syndicalist rogues in both countries. Saying that the syndicalists are trying to spark a war, and claim that they are being funded by the French and the British. @Kitten

2. Savinkov will immediately step up police measures, continuing the hunt for Bukharin, but also beginning a purge initiative in the Armed Forces due to the Manchurian Sabotage. 

3. The Russian forces on the border of Transamur will deliver a final ultimatum to the traitor Alexander Kolchak. "Stand down, and surrender to the Russian State, or face the wrath of the Russian Army." Savinkov will immediately order submarines and their small navy in the area to begin blockading the country from trade. 

4. Nationalist education measures continue, hoping to bring forth a new generation of nationalist Russians and instill nationalist dogma in the armed forces. 

5. Savinkov will begin focusing efforts to mitigate the effects of Black Monday as much as possible. Enacting public work legislation and furthering his agenda of rapid industrialization.

1. The GOP continues Hoover's plan of a coalition... without Herbert Hoover. Members of the Republican establishment start correspondence with the Democratic party with the idea. The Democrats have responded with mixed signals thus far but they've managed to come to an arrangement for a little meeting. 

2. "They don't need me, I don't need them. I got better things to do than worry about them anyway." Herbert Hoover is understandably angry at his own party snubbing him. He hasn't been talking to Curtis much as of recently. But that doesn't matter when the world economy is deciding to crash. This couldn't have had come at the worst possible time when the Great Depression is already ruining the lives of many great Americans. He's lucky he got Garner-Wagner passed through. Anyway, in the wake of "Black Monday" as the papers are dubbing it, Hoover will take aggressive measures to make sure the economy stays afloat. Herbert Hoover announces a five year moratorium on tariffs saying "The American economy can not be bogged down by anyone or anything. We need swift action to keep ourselves afloat."

3. Hoover asks the FBI to start looking about labor/trade unions. If Reed and other prominent socialists got radical left cronies anywhere, its gonna be the unions. If the workers aren't slaking around trashing the government, maybe they'll actually contribute to the economy. 

4. Budgets be damned, the people need support. Hoover meets with GOP leadership in congress and "politely" asks if they can come out with something that will simulate the economy. 

5. Hoover decides cool off, chill, and do something different. In recent years, the radio has surged in popularity. Most households in America have one, and is likely the most powerful messaging tool out there. So why not flood the air waves with pro-government sentiment? The anti-govs do it all the time (even if its more underground) so we can't we? In this trying time, we need good old fashion American patriotism!

Event One: Dealing with the French. King Edward is not one to regret his actions. He is King of the British Empire; he has little time to amend his prior statements and decisions. However, when it comes to matters of state and diplomacy, King Edward recognizes the importance of maintaining allies. As such, he will sit down with a glass of bourbon, calling Philippe Petain in Algiers. Edward will start off expressing his apologies that he did not inform Philippe and the French government prior to the British Dominions' entry into the Anti-Syndicalist Pact, stating that the French are "the British Empire's most valuable ally". King Edward will ask Petain to see reason, recognizing that this decision was taken "with the ultimate goal of destroying syndicalism in mind" and that it is not a "permanent bond with the Germans". Edward will reaffirm that Canada's ultimate goal is the liberation of both Britian and France, and that he will "mobilize our armies" to ensure that metropolitan France is once again under the rule of the true French government. King Edward will close with small talk, asking Phillippe about how the weather is in North Africa and telling him to take care of himself, before finally ending the conversation.

 

Event Two: Going Past the Durand Line: King Edward is in a call with Ganga Singh. Edward has just pledged Canada's support and aid to British India in moving its forces past the Durand Line and into the heart of Afghanistan. The Conservatives will soon draft a bill in Parliament committing financial aid, weapons, and even a couple-thousand-man expeditionary force to support British India in its invasion. The plan will be to strike for Kabul, forcing the collapse of the Afghani government and instituting Indian control. After that, a new state will be proclaimed, as a puppet to Delhi and with Edward being proclaimed King of Afghanistan. King Edward hopes this will be a sufficient show of force to demonstrate not only the strength of British India, but also the strength of the British Empire.

 

Event Three: Wargames: King Edward knows that a prepared military is necessary to have an effective military. As such, he will order wargames, with the Canadian General Staff holding a series of wargames playing out an armed conflict on the shores and in the interior of Britain, dealing with a potential Canadian invasion and the logistical, strategic, and tactical realities of such a task. Along with this, wargames will also be held for operations in northern France as part of a liberation effort, and in the United States, in the event of a "Syndicalist uprising" in the Rust Belt.

 

Event Four: The Canadian Economy Down to a Vote. Parliament roars with the shouts of men. By the noise, you would think war was being declared, that the politicians of Canada were inspired in rage against an enemy of the country. However, it was one another who the statesmen in Ottawa were directing their angry screams at. Mackenzie King was firm. He was opposing the Conservative's proposed stimulus in response to Black Monday. The Prime Minister reasoned that the markets experienced fluctuations from time to time, and that there was no urgency Canada needed to take in responding to a predictable market downturn. The Conservatives, on the other hand, were livid with the PM and Liberals over their position. R.B. Bennett had met with King Edward the day after the stock market crash and had prepared with him a sweeping relief plan to save Canada from the worst of the crisis. The plan relied on large tax cuts, most notably a temporary elimination of the Federal corporate tax followed by returning it half the size for the next fiscal year, while also including cuts to income and excise tax rates. While this plan would substantially increase Canada's budget deficit, compounded with the loss of revenues from the economic downturn, the Conservatives and King Edward argued that the only way to protect Canadian economy was to stimulate it with tax cuts, and the King would be candid publicly attacking the PM's government for opposing this stimulus. Now, in Parliament, both parties came at each other's throats, with neither side's leadership willing to budge. As the debate winds down and a short recess is called, whips on both sides will whisper to MPs, trying to ensure loyalty at the last minute. Even the Social Credit MPs will be approached in these final minutes of political wrestling. Then, the recess will end. The vote begins...

 

Event Five: King Edward's Gambit. It is the dead of night in Ottawa, yet in a lifeless alley downtown, a journalist looks around cautiously. It's a cold night in late March, and the journalist is shivering in his coat as he grows concerned that the meeting is off. Finally, just as he's about to leave, he hears footsteps behind him and turns around. The journalist is now face-to-face with a 6'3, muscular man, who is wearing a trench coat, fedora, and sunglasses. "Are you who I was told to meet with?" the reporter asks. "Yes." the man responds, continuing on, "Here are the diaries you were promised, along with signed statements from mediums who worked with the Prime Minister and those familiar with this pastime of his. I've also collected quotes from acquaintances of King on his... lack of clear interest in the fairer sex. With all these seances and unholy activities, my boss would like potential sexual impurity to be a feature of your story." The reporter, taking all of the documents into his hands, will look at the man, asking, "Who is your boss? Who even are you?" The man will snap back, "I've just given you a career-making story, I suggest you stop asking questions. Thank you for your cooperation, and I think it's time I leave." With that, the man places his hands in his pockets, turning around to walk off into the night. The journalist, after flipping through some of the materials he was just given, will begin walking home to review everything fully and begin preparing his story. A few hours earlier, at Mackenzie King's residence, the Prime Minister is tearing through his desk, realizing what's happened. At the same time, a maid of his receives a large payment for her crucial cooperation in King Edward's gambit.

Just need events from @Willthescout7 and @Fbarbarossa. I know I set a deadline for tonight, but I’ve had a long day, so I’m giving you two until Saturday evening to get your events in. This will not be extended a second time without very good reason, and if you do not get your events in by Saturday evening, I will be forced to roll five generic events for you in your absence, and I know nobody wants that.
