Benjamin Franklin has to select someone to write the US Constitution. There are no CPU rules for this and they don't need any special traits or anything (I've flagged this in the fixes thread). So I'll say for now that it has to be a delegate, and that FranklinCPU would naturally prefer to give themself the celebrity trait. Benjamin Franklin already has celebrity. His next highest PV delegate is Artemas Ward...who has a decent chance at gaining celebrity through leading the Revolutionary War potentially, so we'll pass on Ward. That brings us to legislative superstar and Foreign Affairs Chairman FranklinCPU Henry Middleton. Henry Middleton becomes a Celebrity over his writing of the Declaration of Independence! Given that it doesn't really hurt anyone and potentially helps multiple crises, and everything else passed so easily, I'll go ahead and assume that the Declaration of Independence passes as well.
