I've flagged this as something for @vcczar to review in the feedback thread on the forum.  In the meantime, we press on!  We'll ignore battles until the next military phase.

On to legislation!

Add that to the suggested fix thread because I'm going through those tomorrow.

I had the same thought as you did. I completely forgot Richard Montgomery even existed. Now Montgomery has got the makings of a true powerplayer.

George Clymer's new Continental Army improves Military Preparedness +1!

Benjamin Franklin has to select someone to write the US Constitution.  There are no CPU rules for this and they don't need any special traits or anything (I've flagged this in the fixes thread).  So I'll say for now that it has to be a delegate, and that FranklinCPU would naturally prefer to give themself the celebrity trait.  Benjamin Franklin already has celebrity.  His next highest PV delegate is Artemas Ward...who has a decent chance at gaining celebrity through leading the Revolutionary War potentially, so we'll pass on Ward.  That brings us to legislative superstar and Foreign Affairs Chairman FranklinCPU Henry Middleton.

Henry Middleton becomes a Celebrity over his writing of the Declaration of Independence!

The passage of Lee's Resolution seems to immediately create the Declaration of Independence as a new instant proposal.  Given that it doesn't really hurt anyone and potentially helps multiple crises, and everything else passed so easily, I'll go ahead and assume that the Declaration of Independence passes as well.

Benjamin Franklin would gain celebrity, but he already has it.  

Governors now exist, as do Governor Actions.

Might be worth considering giving them each a stat boost if you want them to stand out more.  Their skills start out pretty ho-hum.  (And Jefferson's controversial trait sank him this time).
