Since I'm adding all of these events, it's just going to make things way too wild otherwise. No I'm saying nerfing from 25 to 10% is "double dipping" the fix if you're converting a lot of the industry events to just EV events. Really, we that 25% should now be 0% with these events, but I'm allowing players to have some agency over population. I just want less agency since population is now mostly controlled. I'm choosing to decrease the agency rather than get rid of it altogether. Basically, by keeping the Gov Action, I'm allowing double dipping, but I want to make it less effective double dipping.
