What do you mean? Are you suggesting getting rid of the EV adjustments when an industry is improved/decreased?

Really, we that 25% should now be 0% with these events, but I'm allowing players to have some agency over population. I just want less agency since population is now mostly controlled. I'm choosing to decrease the agency rather than get rid of it altogether. Basically, by keeping the Gov Action, I'm allowing double dipping, but I want to make it less effective double dipping.

I mean, agency is what makes a game, or at the very least "features".  If a lot of changes are made like that it'll discourage the player base.
