I don't think Jefferson, Madison, Washington, or Adams should be ranked high up here. Aside from inaugural addresses, they rarely spoke. They did provide what are now State of the Union addresses, but they were read by Congress to Congress. 

For part B, I voted only for those that were poor speakers or avoided speaking as much as possible. I find it odd that WH Harrison is there as speaking was about the only thing he got to do as president---the longest inaugural speech ever!
