President Washington gains 3 popularity for successfully supporting the Bill of Rights.

With the four issues complete, it's time for the treasury phase!

Reserves (-92) + Revenue (40) = -52.  Our nation is 52 million in debt.

-52 * 3 = 156.  156/10 = 15.6.  Round down to lowest whole number = 15.  We owe $15 million in interest.

52 (debt) + 15 (interest) = 67.

Our nation is now $67 million in debt.  There are no repercussions for that (yet) -- but if it gets to $100 million or more in debt, there will be die rolls for repercussions, including the possibility of a game ending economic collapse.

Though it's from an expansion, I'm going to use the "black ring" rule.  The main things to know from this rule:

1)  The party leader has the right to refuse a nomination, in which case the second most popular eligible party member is automatically nominated for the Presidency.

2)  If you are nominated to the Presidency and do not win it, you earn a black ring.

3)  You can get rid of a black ring by refusing to be nominated if you are the party leader.

4)  A statesman with two black rings at the same time can no longer be nominated for President or VP ever again.  (The public has decided they're incapable of winning, and moves on.)  They can still be party leader, just not the nominee anymore.

Just another link to the rules, for those who want to take a closer look again.   This is a "Two Party Election Pre 12th Amendment" election.

Conservatives have +2 Public Support.  This means they have the advantage of choosing their President and VP second (allowing them to strategize to the best of their ability around the Liberal nominees).

The most popular Liberal, and therefore the Liberal Party Leader, is Virginia Governor Thomas Jefferson.  So, action is to @Pringles.  Will Jefferson accept or decline the nomination?

If Jefferson declines, the nominee will be 86-year old Secretary of State Benjamin Franklin @Magnus Rex.

Action to @Pringles to choose a Vice President.  Must be a Liberal.  

Considerations:
1)  The possibility that Jefferson could die in office (he's not on the age chopping block yet, but he's next in line after Franklin, Washington, or Adams drops dead age-wise).

2)  What state the VP is from.  Be sure to read the election rules for the pre 12th amendment two party election.  Generally speaking, a southerner like Jefferson might be best off paired with a northerner, but there are various strategies to consider.

3)  The ability level and/or available IP of your VP, in case you need to pass an issue to them.

4)  Whether you can work with the player who controls that VP.

5)  The most interesting consideration:  whether your VP will steal the election from you!  You guys have not yet passed the 12th amendment (it's an issue card that will eventually come up).  This means that whoever gets the most votes will get the Presidency, and whoever gets the second most votes will get the VP -- regardless of party, and regardless of which one was nominated President or VP.  So you could have a situation where conservative Washington gets a liberal VP, or liberal Jefferson gets a conservative VP, or Jefferson ends up as Washington's VP, or even that one of the VP nominees becomes President and the other VP candidate becomes VP, leaving Washington AND Jefferson in their dust.

Again, read through the rules for this election, and then name your liberal VP!  (The player has the right to refuse nomination -- losing as a VP nominee doesn't hurt you at all, but it's up to them whether they want the VP nomination or not).
