I believe they're meant to be for the hypothetical scenarios (which are possible in AMPU) that we were to conquer said foreign nations.

Yep -- they're very unlikely in the game as well.  Difficult to trigger, and harder yet to actually successfully pull it off.  It's never been done in any of our playthroughs -- most of the time, we're barely surviving the wars that were thrust upon us, there hasn't been a lot of effort to seek new wars to wage. ;c)

I don't have the event in front of me, but it's entirely possible that it's tied to decreased relations with England and/or France, which can feasibly lead to them invading us.
