While I do think 9-11 and the War on Terror and possibly a form of the Patriot Act would have occurred, I don't think the Iraq War would have, which means ISIS and Arab Spring, Syrian Civil War might not have happened. Domestically, things would have had a more center-left than center-right or right shift. I Gore would have had a more substantial, early start on positive environmental policy especially. Now I will admit that Al Gore, most likely, wouldn't be as different from GW Bush as Obama is from Bush. I would suspect Gore to be slightly to the left of Bill Clinton off the bad and he would eventually move further left as the base was doing and as he was doing personally historically. Judicially, Gore's judges would be somewhat left of Bush judges, if only a little. This would be the case with all of his other appointees. In total, while the difference might not seem titanic in size, its cumulative effect would be substantially noticeable for anyone living in the US (if they could also experience the Bush years before trying this alternate history). Really, both Bush and Gore were only campaigning as centrists.
