He seems to have taken an about face on Civil Rights after voting against the 1964 CR Act and realized how popular it was. The LBJ landslide on Goldwater probably influenced his thinking. His actions: Boggs, Hale 1951 Introduces the Boggs Act (anti-drugs act) Boggs, Hale 1956 Signed the Southern Manifesto Boggs, Hale 1956 Major role in Interstate Highway Act Boggs, Hale 1962 Serves as Maj Whip until 1971, playing huge role in getting LBJ's Great Society passed Boggs, Hale 1965 Voted for the Voting Rights Act of 1965 and CR Act of 1968, despite opposing earlier CR Acts, including 1964 Boggs, Hale 1970 elected Demo majority leader Boggs, Hale 1971 Attacks FBI and J Edgar Hoover in speech Boggs, Hale 1972 Disappears and is presumed dead, along w/ Rep.
