Justice Burton of OH was considered a hard-worker, rather than a brilliant justice. He serves as mayor of Cleveland before becoming a US Senator. Truman had served with him in committees in the Senate and wanted to earn some bipartisan support, so appointed Burton.

His actions:

Burton, Harold H 1943 resolution to create a permanent U.N.
Burton, Harold H 1945 Hill-Burton Act to fund hospitals
Burton, Harold H 1945 Confirmed to the SC for Truman, despite being a Republican
Burton, Harold H 1954 Helps with shaping majority opinion of Brown v. Board of Education
Burton, Harold H 1958 Resigns from SC b/c of health (Parkinson's)
