vcczar
Anthony Celebrezze of OH was on of the busiest Sec of Health when it handled all of Education and Welfare as well. In this role, he had to enact the New Frontier and Great Society. He was moved to Fed Judge not because of anything he did wrong, but because his salary as a cabinet officer was so low that he had a hard time keeping his house in Cleveland, apparently. He wanted to return to Cleveland and work in the private sector, but LBJ got him a Fed Judgeship, which I'm guessing must pay more than cabinet sec.
