John Creswell of MD is considered by some to be the greatest PM Gen in history for modernization, appointing more blacks than any previous PM Gen to postal service, for ending Congresses Franking Privilege, and expanding and reorganizing the department to deal with an expanded and modernized nation. If you don't know the franking privilege allowed member of Congress to send things in the mail without paying postage. Their signature was enough. Congress opposed this change (obviously), but it was popular among the people and reformers. 

His actions:

Creswell, John 1860 Switches to the GOP to support the Union and Lincoln
Creswell, John 1863? First in Congress to propose banning slavery via Amendment
Creswell, John 1868 Considered for VP
Creswell, John 1869 Confirmed PM Gen for Grant, modernizing postal service and appt blacks in every state to postal service
Creswell, John 1870 Survives pressure for Grant to remove him over his advocacy of ending the Franking Priviledge for Congress
Creswell, John 1872 Censured but exonerated by House for Star Route Scandal
Creswell, John 1873 Uses influence to get Congress's Franking Priviledge abolished via legislation
