Andrew Cuomo (NY-D) is one of the major governors in US History to not run for president. He was the son of Mario Cuomo, who was a popular governor of NY who also served about 10 years and was considered a strong Dem pres candidate, despite never running. Cuomo's legacy was, at least to those outside of NY, utterly tanked in 2020-2021. 

His actions:

Cuomo, Andrew 1997 Confirmed Sec of HUD for Clinton
Cuomo, Andrew 2009 Considered for Gov appt to replace Hillary Clinton as Sen of NY, but spot goes to Gillibrand
Cuomo, Andrew 2011 Takes office as Gov of NY, holding the office for over 10 yrs
Cuomo, Andrew 2011 Legalize same-sex marriage in NY, while as Gov
Cuomo, Andrew 2013 Signs what is considered the strictest gun control law in any state, while as Gov
Cuomo, Andrew 2016 Considered possible Dem nom for pres, but declines
Cuomo, Andrew 2020 Considered possible Dem nom for pres, but declines
Cuomo, Andrew 2020 Hit w/ numerous sex scandals amid MeToo Movement
Cuomo, Andrew 2020 Lauded as a star Gov in handling COVID pandemic in NY, until criticized later for info coverups regarding nursing home deaths
Cuomo, Andrew 2021 Legalizes marijuana in NY, while as Gov
Cuomo, Andrew 2021 Pressured to resign as Gov of NY by Pres Biden and others for sex scandals and COVID scandals

Unfavorable for his scandals and for serving as Gov for too long, although I think he would have probably been a great president. I'd argue that NY Gov is probably most transferable to President of the US -- high population, working with a mega World City, tons of foreign diplomats, finance center, diversity, and diversity among industries, great mix of urban and rural, etc, etc, etc.
