Sen. Paul Douglas of IL was, while fiscally moderate-to-conservative, supported Truman's Fair Deal, supported Civil Rights, and supported environmental laws. You'll not a lot of politicians from the FDR-Era on will support big spending but will also oppose bills that fund such programs. 

His actions:

Douglas, Paul 1948 Tries to draft Gen Eisenhower as Dem nom at Dem Conv, believing Truman incompetent
Douglas, Paul 1948 Wins upset victory against GOP incumbent Sen of IL
Douglas, Paul 1952 Despite being polled as initial frontrunner, declines to run for Dem nom for pres; endorses Kefauver
Douglas, Paul 1956 Refuses to choose between Stevenson or Kefauver before Dem Conv vote
Douglas, Paul 1957 Only Sen to oppose Eastland as Senate Judicial Chair over Eastland's racism
Douglas, Paul 1962 opposes COMSAT bill
