vcczar
LC Dyer (MO-R) is most famous for promoting his anti-lynching bill, which he continually re-introduced after 1918. He was more liberal than he was progressive. During this time, most progressives favored prohibition and most didn't put any energy into anti-lynching bills or much of anything specifically geared for blacks. Progressives don't really adopt Civil Rights until the 1940s or 1950s. Dyer's anti-usury law and his advocacy for Philippine Independence are laws progressives would support, the latter only in most cases.
