WP Frye (ME-R) was of the conservative faction of the GOP. He held the House Republican Conference Chair before it was an office that was automatically held by the Speaker or House Minority Leader. This basically means Frye led the GOP in the House when there wasn't a GOP Speaker. Frye was also Pres pro tempore of the US Senate when that office was elected, rather than given to the oldest person of the majority party. The Senate leadership offices didn't exist, so he was basically leading the US Senate for 15 years, although with far less power than a Sen Maj Ldr wields today.

Frye, William P. 1879 House Republican Conference Chair. While not also serving as speaker
Frye, William P. 1891 role in Merchant Marine Act
Frye, William P. 1895 Influential Senate Commerce Committee Chair. Served 16 years
Frye, William P. 1896 Influential Pres pro tempore of the Senate. Served 15 years
Frye, William P. 1898 appointed to Spanish peace delegation
Frye, William P. 1898 aggressive regarding Philippines
