He held the House Republican Conference Chair before it was an office that was automatically held by the Speaker or House Minority Leader. This basically means Frye led the GOP in the House when there wasn't a GOP Speaker. Frye was also Pres pro tempore of the US Senate when that office was elected, rather than given to the oldest person of the majority party. The Senate leadership offices didn't exist, so he was basically leading the US Senate for 15 years, although with far less power than a Sen Maj Ldr wields today.
