Thanks to this ahistorical outcome, the Government can now revoke private charters at will because the contract clause "doesn't apply". Communist Hiester moment

You are restricted to only spending bill due to the budget being in the gutter.

So it seems we've been doing 12 proposals per Chamber so far in this playtest, when it should be 6. I don't know if that's a recent rule change or a gaffe on our end. But that seems to make me understand why I felt that we were burning through possible legislation too quickly. 😛

It was definitely 12 from each chamber before (more if anyone was efficient), because it was based off the fact that we initially only has 3 proposers in each committee -- before we changed the rule and said ALL Reps and Senators are appointed to committees.  3 proposers x 4 committees = 12 in each chamber.

The historical era limitations is a new thing from Vcczar.
