Gillett, like Coolidge, was known for being an extremely low energy politician, although I don't know if he required the 10-12 hours of sleep that Coolidge did. Gillett was picked as Speaker in 1919 partially because they knew he wouldn't put forth the energy to be the type of control-freak Speaker that had been dominating the US House for about 30 years or more. His 1930 action probably stems from him representing his entire state, which is evenly split between WASPs (for Prohibition) and Irish-Catholics (against Prohibition).
