James Guthrie (KY-D) is arguably the most influential KY politician immediately following the death of Henry Clay. Some argue he was the most effective Sec of Treasury since Hamilton, but this would mean overlooking Gallatin, who is often considered one of the top 5 Sec's of Treasury.
