New poll. 

I don't include leaders that didn't serve long. If a leader's term carries over into two terms, I picked whichever decade they were more of a part of while holding office, unless they served something like 10 years or more. I would have included more countries had I more time. I try not to make polls that will take me over 30 minutes because sometimes I lose the poll and it erases everything. I swear that happens every tenth poll I make.

Blessed Karl I of Austria should have been a candidate in the 1910’s, but Taft is a good runner up. I do believe that Chamberlain is underrated in my opinion. People were really quick to scapegoat him for Hitler’s rise. The 2020’s is a competition for who sucks most.

I didn't include leaders that served only 2 years in most cases, if not all cases.
