Charles A Halleck was the major GOP US Rep from the late 1950s to mid-1960s, opposing JFK and early LBJ. He had the misfortune of trying to lead his party when Democrats were so dominant Congressionally that the GOP was almost a minor party. GOPers hoped Ford would somehow bring in new breath as LBJ headed for a 2nd term.

Halleck was something of a break with New Deal Republicans, such as Eisenhower, Dewey, and Rockefeller; however, he wasn't quite Goldwater, Nixon, or Reagan, but he injected a partisanship that helped the GOP become a real opposition party.

His actions:

Halleck, Charles A 1940 Nominates Wendell Wilkie for pres at GOP Conv
Halleck, Charles A 1943 helps kill National Resources Planning Bd
Halleck, Charles A 1948 Considered for VP by Dewey
Halleck, Charles A 1959 new strongly partisan GOP leader

Halleck, Charles A 1961 Comes in distant second in Speaker election; House Min Ldr

Halleck, Charles A 1962 Comes in second in Speaker election; House Min Ldr
Halleck, Charles A 1963 Comes in second in Speaker election; House Min Ldr
Halleck, Charles A 1963 helps pass civil rights bill through House, despite strongly opposing most LBJ social policy
