William P Hepburn (IA-R) was one of the leading Progressive Republicans. He was a twice severely wounded colonel for the Union during the Civil War. He was already in his 60s when he reached prominence as a politician. 

Both of his 1908 actions are believed to be unrelated. Hepburn mentioned his loss was because of local reasons--economy, etc 

His actions:

Hepburn, William P. 1895 Influential House Commerce Committee Chair. Served 14 years
Hepburn, William P. 1902 Introduces bill to regulate food industry for safety
Hepburn, William P. 1906 Floor manager to get the Pure Food and Drug Act passed
Hepburn, William P. 1906 drafts Hepburn act to regulate RRs
Hepburn, William P. 1908 Takes part in Progressive revolt to weaken Speaker Cannon's iron grip of US House
Hepburn, William P. 1908 Defeated for reelection in shocking upset
