His full name is Ebenezer Rockwood Hoar (MA-R). He was much more moderate than his brother, George Frisbie Hoar, although both were fiscally conservative apparently. 

Regarding the 1870 resignation, another reason Grant was pressured to remove him was because Grant already had a cabinet member from MA. 

His actions:

Hoar, Ebenezer 1869 Confirmed Att Gen for Grant; the first to lead the new Dept of Justice
Hoar, Ebenezer 1869 Nominated to the SC by Grant, but Hoar's poor relations with Congress led to his rejection
Hoar, Ebenezer 1870 Plays major role in advising Grant to nominate Strong and Bradley to the two SC vacancies
Hoar, Ebenezer 1870 Compelled to resign as Att Gen as Grant wanted a Southerner to balance cabinet
Hoar, Ebenezer 1871 A commissioner sent to help settle the Alabama Claims w/ UK
