Joseph Holt was arguably the most pro-Union member of Buchanan's cabinet. His probably best known for being somewhat sloppy in assassination trials. 

His actions:

Holt, Joseph 1859 Confirmed PM Gen for Buchanan
Holt, Joseph 1860 Urges Buchanan to speak out against secession
Holt, Joseph 1861 Threatens to resign if Buchanan follows his intention to withdraw troops from Ft Sumter; Convinces Buchanan to keep them there
Holt, Joseph 1861 Moved to Sec of War by Buchanan
Holt, Joseph 1864 Promoted to Brig Gen by Lincoln
Holt, Joseph 1864 Considered for VP by Lincoln
Holt, Joseph 1865 Major role as judge advocate general in Lincoln assassination trials (somewhat controversial role)
