WL Jones (WA-R) was a major US Senator leading up to and during prohibition. His 1906 action is an examples of a 20th century attempt to allow white settlement on Native American lands. 

His actions:

Jones, Wesley L. 1906 Proposes bill for Yakima tribe to give up 3/4 land in exchange for irrigation rights (fails)
Jones, Wesley L. 1919 Influential Senate Commerce Committee Chair. Served through the Roaring Twenties and the Crash and early Depression
Jones, Wesley L. 1919 Strong backer of Prohibition
Jones, Wesley L. 1929 Jones Act to increase Volstead penalties
Jones, Wesley L. 1932 Continued support for Prohibition is likely cause of defeat for reelection
