Julius Kahn (CA-R) was an early Jewish politician born in Germany. He entered Congress with a strong prejudice for Asians as was unfortunately common in CA. This despite likely facing obvious prejudice against himself for being both foreign-born and Jewish. He was a major proponent of preparedness and advocated a national draft. 

His actions:

Kahn, Julius 1898 German-born Jew elected US Rep
Kahn, Julius 1902 Introduces bill to ban Chinese laborers, which uses racist and degrading language
Kahn, Julius 1916 Drafts National Defense Act of 1916
Kahn, Julius 1917 introduces Wilson's Selective Service draft measure
Kahn, Julius 1920 Drafts National Defense Act of 1920
