Edward Keating (CO-D) was a major Wilson Era US Rep and arguably the most influential figure in child labor reform. Regarding the 1935 action, HP Long was planning a 1936 challenge to FDR, believing FDR wasn't going far-left or populist enough. He wanted a cabinet of major reformists, and Long's autobiography, which came out the year of Long's assassination, mentions Keating as his preference for Sec of Labor if elected.

His actions:

Keating, Edward 1914 lobbies Wilson for pro-labor antitrust plan
Keating, Edward 1916 Keating-Owen Child Labor Act
Keating, Edward 1917 Votes against declaring war on Germany
Keating, Edward 1919 Introduces bill to regulate child labor in specific industries
Keating, Edward 1935 Huey P Long's posthumous autobiography mentions Keating as his choice of Sec of Labor
