John F Lacey (IA-R) is probably the most influential conservationist during the Progressive Era that no one has heard of. He has three impactful bills named after him. 

His actions:

Lacey, John F 1894 Authors bill to protect Yellowstone National Park by allowing the Dept of the Interior to punish lawbreakers
Lacey, John F 1895 Influential House Public Lands Committee Chair. 12 years
Lacey, John F 1900 Authors bill establish penalties and laws regarding conservation of plants and wildlife
Lacey, John F 1906 Introduces Antiquities Act
Lacey, John F 1907 Authors bill for alloting and regulating funds to special classes of Indian tribes on a communal, rather than individual level
