Senator Downey of California will propose the Rural Roads Investment Act focused on freeing up money for states to improve roads.

Truman Actions

President Truman will keep mum on the Vice President slot for the present moment, preferring to keep a low profile. He figures the convention will decide quite a bit of it as well. He meets with various Democratic factions, but blacklists Senator Byrd for his offensive bill. 

President Truman will phone Nationalists in China, stating that American support for them is unwavering. He states in a public address on the new offensive in Gongzhutun that the U.S. is closely watching the situation and is waiting for word of any level of support that the Nationalists could feasibly desire from the U.S. He says that intervention is not possible, but he hopes to work out some sort of deal for plane or ship loans to the true Chinese government against the communist insurgency.

President Truman will remark on the effects of the genocide of Jews, Roma, and other peoples affected by Nazi Germany in a speech in Washington, D.C. as the Nuremberg trials begin. He expresses his utmost confidence in the Americans sent to deal justice, and says that it is the job of the United States to ensure that something of this scale never happens again. He declares that the shield of democracy must be extended through the world to keep the everyday man safe from harm and oppression by their governments.

Senator Barkeley will entertain House members in his Senate office, hoping to get some backing for a potential bid for the VP slot at the convention.

(8) Wallace White is able to successfully block the Byrd Act in committee. An attempt by the Dixiecrats to force the bill out through a discharge petition is made, but fails miserably (22/100).

Fielding Wright will criticize Harry Truman's state of union address to an angry crowd. He will question if Truman deserves to be re-elected.

(2) Basically every southern democrat is already vehemently against the Justice for All Act. Hill’s efforts are wasted breath.

(3) Alfred Elliott’s attacks create a long and bitter feud in the California state senate over the Healthcare bill. Eventually a compromise is reached, but many Californians are left with a bad taste in their mouth from the vitriolic political infighting. However, Elliott does stop the bill being passed through the State Senate.

(7) The crowd seems to agree with Wright. One question remains, however: if not Truman, then who?

(10!) Wallace’s speech is a rousing success! He wins over social democrats and maintains support from more fringe elements of the party. Wallace is able to present himself as a respectable politician to voters nationwide, and counter accusations of extremism effectively. 

(2) Liberals and progressives are tepid on the Elderly Healthcare Act, and conservatives are fired up and ready to fight further welfare at every turn this week. The bill barely squeaks through committee, but is likely dead on arrival.

Misc 1: Sen. William Knowland (R-CA) and Sen. John W. Bricker (R-OH) come on as Co-Chairs of the "National Patriotism Campaign (NPC)", a clear vestige of MacArthur's exploratory commitee. The two powerful Republicans out themselves as early MacArthur backers by doing so and will use their clout to ingratiate MacArthur to Republican party leaders.

Misc 2: General MacArthur gives a speech in Washington D.C. in what is a clear criticism and rebuttal to Truman's flubbed State of the Union Address. He continues to call for his signature foreign policy and also calling for a "righting of the ship of state fiscally", pairing his strident internationalism with conservative economics for a powerful and holistic anti-communism.

(10!) The whip is a huge success, and unites the conservatives in the Republican and Democrat parties in opposition to further welfare. With many republicans now speaking out against Wiley’s legislation, many moderates who were on board have begun to waver. The Keeping Families Secure Act, which was seemingly destined for easy passage, will now be a battleground between liberal and conservative republicans.

Conservative Republicans are fighting back on welfare for the first time in years, and people are noticing.

(7) MacArthur is weakest with the GOP establishment, and the support of Knowland and Bricker will be crucial in fixing that. Their efforts to gain supporters from the party is successful overall, but somewhat overshadowed by the exceptional campaigning of speaker Joseph Martin.

(7) MacArthur’s speech is well received in the newspapers, and on the radio. MacArthur’s economic conservatism helps paint a contrast to Dewey and Martin, and his interventionism is popular with the party as a whole (minus the isolationists). Anti-communism is always a classic, and MacArthur’s campaign receives a boost from the speech.

DC is DC, and MacArthur is met by some Wallace supporters and hecklers. He dispatches them politely and effectively, however, and comes off looking presidential as a result.

Bill Proposal:

Irving Ives will propose the Civil Rights Commission Act, which will create a special commission on civil rights to study and collect data on the negative effects of segregation in the South. The commission will study issues from segregated schools to whites-only public spaces, and will be tasked with looking at the Black poverty and literacy rates in the South as they relate to segregation. Irving will specify in the bill that the findings of the commission shall be released to Congress in one year, in a "publicly available and comprehensible fashion" as to allow for the "average American to see the true face of racism" as Irving puts it. 

 

Misc. Event:

Earl Warren will continue his fight for the California State Health Act, hoping to push it through the State Senate, or if not preparing a campaign for a ballot initiative on the matter next election.

(5) Truman already formed a civil rights commission for a very similar purpose, and its findings were released scarcely a month ago. Even pro-civil rights senators see little need to form another commission so soon after the last one. Still, Ives’ actions have earned him some support from liberals regardless. (5) Earl Warren puts the pressure on the California state senate, but is opposed by conservative democrats led by congressman Alfred Elliott. The two forces clash in numerous bitter votes on the floor of the state senate, before moderates of both parties finally enact a ballot initiative as a compromise (and to shut everybody up)

(8) The Rural Roads Investment Act is quite popular, especially with the growth of automobile use in the post-war nation.

(4) Barkley is well respected, but overshadowed by more organized campaigns this week.

(17) Truman’s decision to give the convention a say in picking his running mate is seen as unifying and professional. His blacklist of Byrd pisses off some hardcore Dixiecrats, but the increase in support from liberals and even moderates leaves Truman coming out on top. By meeting with each faction, Truman is also able to mend fences with the variegated Democratic interest groups, and secure the key forces he will need in the upcoming election.

(19) Truman’s call brings much needed morale to the ailing Kuomintang, and is praised from across the aisle. His plan for foreign aid outflanks even MacArthur on foreign policy, and is more concrete than the vague statements of most other prospective candidates. 

With interventionism gaining in congress, now may be the time for Harry to do what he does best: give the communists hell.

(17) Truman’s speech is well received across Europe, and a slew of positive newspaper headlines circulate abroad. His speech also brings up memories of World War Two, and the party that won it. With Truman embracing a firm foreign policy, many Americans seem ready for the United States to take on a new role, as a defender of liberty and human rights.

(5) Claude Pepper’s universal healthcare bill is supported by liberals and progressives, but few others. However, Pepper’s efforts to make good on Truman’s campaign promises earns him points with the president, and may have been a good first step to mending their troubled relationship.

Misc: Henry Wallace will campaign for Leo Isacson in the NY-24 special election, and will even meet with Liberal Party nominee Dean Alfange, hoping to convince him, and the Liberal party in general to merge with Wallace's Progressive Party. 

Legislation: Vito Marcantonio will propose the Support for Jewish Self Determination in the Homeland Act which would support the establishment of a Jewish state in Palestine with a capital in Jerusalem, and would give monetary, and military aid to the Yishuv currently fighting against Anglo-Arab Imperialists to establish Israel.

The Liberals, led by Vermont Senators Aiken and Flanders will stump for the Rural Roads Investment Act.

 

Governor Dewey will announce his campaign for President of The United States at a rally in New York City, alongside house speaker Joseph Martin Jr, who happily endorses Dewey's candidacy and hopes to give him a revitalized campaign effort to take down Truman.

Conservatives will support Barkley-Wallace while opposing the Elderly Healthcare Act and the Rural Roads Investment Act.

Legis 1: We will fiercely oppose Peppercare and use it as a clear example that the Democrats may talk a tough game on Communism abroad but are all too willing to give aid and comfort to Socialism at home. We whip against it.

Misc 1: General MacArthur will meet with several foreign policy think tanks and policy groups in an effort to outflank some of the internationalist forces in the GOP who also harbor leftist economics. 

Misc 2: Senator Bob Taft gives a speech in which he decries what he calls "Me Too Republicans" who seem only interested in saying "me too" to Democratic policies. Taft calls for a clear alternative for the American people instead.

Dem Mods will spend their legislative event on rallying against the Peppercare Universal Healthcare Act, stating that the US needs to keep their books balanced, and that they won't be backing such an amendment. They suggest President Truman would veto it if it reached his desk.

Misc event:

Senator Barkeley will continue to meet with high rollers who could potentially support his bid at the convention for the VP slot.

President Truman Events:

Truman will make a phone call with the leader of the Kuomintang, hoping to open a secret pipeline of supplies that the US could send to their allied counterparts. He says that the aid will take the form of food, weapons, and critically, a half dozen American aircraft for a reduced price. 

President Truman will remark on the 'reunion of hearts' that Ghandi is undergoing in India. He says that the subcontinent is an important part of the world and he backs Ghandi's vision for an India that would see them take an important role alongside the United States. He hopes to put outreach to India at the forefront, beginning to try and build a bulwark to a potential Red China if the Kuomintang fails, as they seem to be doing.

President Truman will end the month on a bit of a quieter note, dealing with his friends in Congress and encouraging them to keep spending in check as it passes through both houses of Congress. He specifically mentions the Peppercare Healthcare Act as a bridge too far for the present time.

(4) Anti-communism is widely popular in the United States, but McCarran’s bill is so extreme that many moderates are skeptical about it. The far right in both parties is riled up in support regardless.

(8) Between the recent anti-lynching bill, Truman’s apparent support of civil rights, and the killing of the Byrd Act, many segregationists have felt that the racial status quo is under threat. Eastland expertly taps into this resentment, bringing the crowd to their feet.

(4) The crowd agrees with Thompson, but he just isn’t able to inspire them like Eastland did.

Eleanor is well-liked, sure, but she’s not the prospective candidate for elected office. The voters want to see FDR Jr. on the campaign trail, and not hiding behind his mother’s skirt.

Legislation: Vito Marcantonio will propose the Support for Jewish Self Determination in the Homeland Act which would support the establishment of a Jewish state in Palestine with a capital in Jerusalem, and would give monetary, and military aid to the Yishuv currently fighting against Anglo-Arab Imperialists to establish Israel.

(5) Wallace’s campaign is well received in the New York 24th, a strongly Wallacite district. Leo Isacson will be a strong candidate in the upcoming special election. Dean Alfange politely refuses the offer join the ALP or merge the parties, bringing up the Liberal Party’s past disagreements with radicalism in the ALP. However, he is open to future cooperation with Wallace and the progressives.

Ives’ speech is also wildly popular with the progressive party, and some members even suggest putting Ives on their party ballot for his senate reelection, securing two party ballot lines for Ives.

Vandenberg will visit Japan to see how the American occupation is going. He brings a congressional delegation on a fact finding mission.

(10!) Vandenberg arrives in Japan to find a mess.

MacArthur’s abrupt withdrawal from Japan left a power vacuum, and numerous generals instantly began vying to fill the vacant leadership position. Matthew Ridgeway eventually emerged on top, although not without some serious infighting and division. There is some serious consternation from the military upper brass about MacArthur’s reckless pursuit of electoral office, at the expense of military unity and stability in Japan.

Meanwhile, some of Vandenberg’s congressional delegates interview the soldiers still stationed abroad. To the surprise of many, “Dugout Doug” MacArthur isn’t nearly as well-liked by his men as he is by the folks back at home. One soldier even mentions a song they made about the esteemed general during the war:

Misc 1: General MacArthur will meet with several foreign policy think tanks and policy groups in an effort to outflank some of the internationalist forces in the GOP who also harbor leftist economics. 

Misc 2: Senator Bob Taft gives a speech in which he decries what he calls "Me Too Republicans" who seem only interested in saying "me too" to Democratic policies. Taft calls for a clear alternative for the American people instead.

(9) The whip against “Peppercare” is largely successful, and turns conservatives and moderates off the proposal. Truman’s strange pivot against universal healthcare further helps ensure the bill is dead on arrival.

(8) The meeting is a success, and burnishes MacArthur’s already strong foreign policy credentials. The policy groups recommend MacArthur come up with new policies of his own to campaign on, instead of simply opposing the New Deal agenda pushed by liberals and democrats.

(3) Many are unhappy that Taft would prioritize attacking members of his own party, instead of the democrats. Conservatives are happy, of course, but unsure why Taft is calling for a clear alternative without specifying what exactly that alternative will be.

Dem Mods will spend their legislative event on rallying against the Peppercare Universal Healthcare Act, stating that the US needs to keep their books balanced, and that they won't be backing such an amendment. They suggest President Truman would veto it if it reached his desk.

Misc event:

Senator Barkeley will continue to meet with high rollers who could potentially support his bid at the convention for the VP slot.

President Truman Events:

Truman will make a phone call with the leader of the Kuomintang, hoping to open a secret pipeline of supplies that the US could send to their allied counterparts. He says that the aid will take the form of food, weapons, and critically, a half dozen American aircraft for a reduced price. 

President Truman will remark on the 'reunion of hearts' that Ghandi is undergoing in India. He says that the subcontinent is an important part of the world and he backs Ghandi's vision for an India that would see them take an important role alongside the United States. He hopes to put outreach to India at the forefront, beginning to try and build a bulwark to a potential Red China if the Kuomintang fails, as they seem to be doing.

President Truman will end the month on a bit of a quieter note, dealing with his friends in Congress and encouraging them to keep spending in check as it passes through both houses of Congress. He specifically mentions the Peppercare Healthcare Act as a bridge too far for the present time. 

(6) Perhaps with an election season on the horizon, and a republican congress, the time is ripe for a moderation of FDR’s stance on universal healthcare. The suggestion that Truman would veto the legislation is shocking to many, since Truman had been an advocate for universal healthcare in the past. Liberals and progressives have dismissed these rumors for now, but have small doubts about Truman’s dedication to FDR’s agenda.

(9) Barkley is far and away the favorite for the VP nod, and his meeting locks up even more support. 

(16/20) Truman’s secret pipeline is a success, and the supplies help the Kuomintang in their fight against the communists. His aid is specially critical in Shenyang, where the Kuomintang stronghold is able to fend off communist encroachment.

For now.

(7/20) While the notion is good, the meeting is mostly bogged down in arguments over who should control Kashmir: India or Pakistan. The US refuses to pick a side yet, and India refuses to commit to any partnership with the US yet either. Truman’s meeting comes away with nothing.

(4/20) It is one thing for the democratic caucus to oppose universal healthcare, but Truman has been a vocal proponent of the measure in the past. As word of his newfound opposition to universal healthcare leaks to the public, progressives and liberals express outrage and disappointment at the president for his betrayal of FDR. They are especially incensed that Truman would go against his pledge to fund healthcare, following his speech on the matter at the State of the Union. 

However, Truman’s pivot does appeal to some moderates. Budget hawks offer muted approval of Truman’s decision to prioritize the budget, and some conservative publications offer begrudging approval. Will moderate support make up for the immediate backlash from the left?

CIO endorses Henry Wallace for president, AFL endorses Harry Truman!

 

In a stunning upset, the CIO leadership has endorsed Henry Wallace’s third party campaign over current president Harry Truman in a 23-21 vote of CIO union leaders (74/100). CIO leadership explained that their decision was motivated in part by Truman’s pivot on universal healthcare, and the strong pro-union stances of Henry Wallace. While the extremely close vote reflects division within the CIO, it is nevertheless a huge victory for the Wallace campaign, who have experienced a surge in support and funding from union leadership and rank-and-file members.

Meanwhile, the AFL, a rival union group, issued a statement endorsing Truman and condemning Wallace’s party as a “Front for communists”. The split between the two union organizations reflects the split in the Democratic Party, which could spell doom for their electoral chances in 1948.

On January 19th, the Supreme Court ruled that certain provisions of the California Alien Land Laws violated the 14th amendment, however the court declined to declare the laws fully unconstitutional. Stanley Reed’s dissent claimed that the law wasn’t discriminatory at all, while Harold Burton and Robert Jackson dissented on the grounds that the law should have been declared unconstitutional in full, and not only in part.

Walter Reuther announces his bid for the Vice Presidential slot. In his first move Reuther will move to capture the public's favour before the party bosses in hopes f using the court of public opinion to boost himself. Reuther will make various appearances on the radio and will host meet and greets across the country.

FDR Jr will listen to the public feelings and once again take to making his own appearances. His Gubernatorial hopes no longer even a badly held secret Roosevelt will up his game and make use of the Roosevelt charm. He will deliver speeches on street corners and host events were any New Yorker can come and speak to him about how they want to see their home state improved.

Misc:

1. Henry Wallace blasts President Truman in a speech in NYC, attacking him for turning his back on universal healthcare, and betraying FDR's New Deal. He goes on to proclaim that the Progressive Party is the true party for the New Deal, and Roosevelt's beliefs, even claiming that if he was alive today, FDR would either be running for President as a Progressive, or would have endorsed Henry Wallace.

Legis: Vito Marcantonio propose the Apology Act, which would issue a formal apology, by the US Federal Government, to Japanese-Americans for their internment during WW2 admitting that the internment was based off of race prejudice, war hysteria, and a failure of political leadership. The Act would also a payment of $2,000 to each still living former internee.

Special Election: As mentioned previously, the Progressive Party, in alliance with the American Labor Party will run Leo Isacson in the special election for NY-24. They will also redouble their efforts to bring the Liberal Party into the fold.

Cross-filing and electoral fusion are allowed, but only in states where they were allowed in 1948 historically. States can also move to ban or legalize cross-filing and electoral fusion if they wish. Running in multiple primaries will spread your resources thinner, however, and could hurt your chances of winning.
