Hamilton, as one of Washington closest Advisor and with Adams being a relatively weak Vice President, seems like he could have easily sold himself as the natural successor to Washington if he had ran, what made him decide to not run

If I'm remembering correctly, New York was deadlocked due to one house of the state government being controlled by Pro-Administration  and the other house being controlled by Anti-Administration and the two sides couldn't come to a decision on electors.

Q: New York failed to get their electors appointed in time and NC and RI had yet to ratify, had these states gotten to cast votes in this election,  who do you think wins their second vote(effectively their VP vote)?
