    For the Congressional investigation into Bonham, there were no rules that I could find for Congressional investigations in either this phase OR in 3.0, so I will adopt the Court Martial Rules in 3.0 for this purpose.

    The roll is a 4, so Bonham will be removed from office, but remain in the game.  He cannot be reappointed to the House, but he can run again for the office in 1858, but not as an incumbent.

    So, we will have two rounds of Congressional voting, with packaging and replacement bills in between.  This round is all committee votes.  Then, those bills that pass committee can be packaged and/or replaced by the committee chair.  Then there will be a floor vote on those.

    Q: What was the reason for NC and RI to not ratify the Constitution before the election? Why did Congress decide to hold the election and not wait until all states have ratified the constitution? why did New York not elect their electors?

    If I'm remembering correctly, New York was deadlocked due to one house of the state government being controlled by Pro-Administration  and the other house being controlled by Anti-Administration and the two sides couldn't come to a decision on electors.
