  2. I'd add his moderating of anti-immigration legislation. The Chinese Exclusion Act is sometimes held him against him, but Arthur used the veto to reduce the immigration ban from 20 to 10 years and still publicly opposed the final bill. Arthur also attempted to progress legislation for Black and Native Americans though with limited success. I can definitely understand putting Arthur in C. He was often well intentioned but struggled to get Congress on his side. But for me, his administration did a solid amount of good with few outright negatives while being well-run and scandal free. (I've also been a bit too stringent with my A tiers in previous polls. I think that I put both Eisenhower and LBJ in B tier when I should've chosen A in retrospect. They're clearly above presidents like Arthur.)
