For the ambassador lists Summerfield can't be on it because that's a demotion. And for Agriculture you need to replace Klutznick and Mitchell who already are holding a lower cabinet position. Mostly it's when you have an uncharismatic or unlikable President and a strong Majority Leader. Then again, doing it when you have a +3 party preference in the bank just to mess with the meters or gain integrity is next level.
