Here is another one CPU Movement: There is a 20% chance the CPU will attempt to shift three of their politicians towards: 60% toward the preferred ideology of the politician’s state, provided the shift can be made in one shift. [AB have to set Geo Ideologies] 40% toward the ideology that has the highest enthusiasm in their party, provided the shift can be made in one shift. [AB not certain how highest enthusiasm Ideology in Party is determined] They will shift no more than 5 politicians per phase, chosen randomly among those who can make the move in one shift. The CPU will always try to avoid the “two-faced” penalty. So is it 3 or is it 5?
  2. As I go through doing my playtest I keep finding issues with the CPU rules and the rules that you have all told me. We need to have one set of rules. Here is an example. I was told we do not draft those who are not from states that do not exist in union yet BUT here the rules say: When there are multiple rookie options tied for the highest skill, choose the politician whose home state is not admitted into the union yet, when possible. So how can you do this if you do not have those from places that are not states?

Knowing the age of some of the Supreme Court Justices, and banking on the hope that the Federalists will win the Executive Mansion in 1812, Oliver Wolcott Jr has been spending time studying old law cases hoping that he could end his career on the Supreme Court. Secretary of State John Breckenridge is showing signs that he wishes to run for President in the future, maybe not this time around but sometime soon. Senator Francis Malbone has been gathering delegates to his side hoping that he will be nominated later this year. Senator Uriah Tracy, known to be ideologically stubborn, has been talking about running for President to keep the United States conservative. Era Evos: A new nation calling itself Chile which takes as its borders the old Incan Empire has declared itself independent from the crumbling Spanish Empire. We shall soon be the power in the Western Hemisphere. Simon Bolivar, "the Liberator of South America," has organized a congress of former Spanish colonies to adopt a uniform policy to deal with Spain. Foreign Policy hawks with influence abroad have compelled Bolivar to invite the United States to the congress. However, many political leaders see such a move as being too interventionist and a waste of federal spending to attend the Congress. After meeting with his cabinet, President Page has said he will send a delegation to Congress even though it will upset the slaveholders in Congress because he has a legacy to uphold. There are some in Congress who are angry at this and other Democratic-Republicans who pledge they will vote for a Federalist president in 1812. Hartford, Connecticut has opened up the first free school for the deaf. Perhaps in an effort to remake itself in the depression, Massachusetts has become the center of manufacturing in the US. The US Bank is up for recharter. However, after consideration President Page has decided that the bank is to blame for the depression and so he has ordered it closed letting the charter expire and killing the US Bank. Several prominent Virginians have founded a new liberal school of higher learning to compete with the more rigid and conservative William & Mary. No scandal breaks out on either candidate. VP Nominee Chauncey Goodrich also spends extra time in New England. He manages to get enthusiasm throughout New England for the ticket. VP Nominee Gunning Bedford Jr also spends extra time in New England. His anger in public causes some to consider voting for Jay this time around. October: Fed VP Nominee Chauncey Goodrich visits Montpelier, Vermont to make a speech. Many people do not bother to even come to the speech which is made in an empty hall for the most part. DR VP Gunning Bedford Jr goes to Charleston, South Carolina for a speech. He manages to move party preference back to neutral. Again, there is no scandal on either party. VP Nominee Chauncey Goodrich goes back to his home state. While he excites people in Connecticut there is no more enthusiasm for the ticket in New England. VP Nominee Gunning Bedford Jr to spend extra time in New England. Again, his anger moves party preference toward the Federalists but still in the neutral zone. VA Governor Election Results: The Federalists and the Democratic Republicans have tied in control of the state houses 9 to 9. There is not one region that is truly controlled by one side or the other. Representative Elections Results: The Democratic Republicans still control the house by 132 votes to 66 for the Federalists. Senate Appointment Results: The Democratic Republicans still control the Senate 25 seats to 11 for the Federalists. So in reviewing rules for President Gen Election I saw this and was wondering is it new or did it exist all the time and I just never read over that far: Give a Speech: If in the primary era (at least one state has a primary), the presidential nominee is allowed to give a speech. Otherwise, the speech must come from the VP or faction leader (if the latter is not the nominee). The point I am looking at is the underlined portion
  8. Its well something. Should have got to this place about a year ago I think and we should have full game by now. Frankly I am more enjoying the sheets and my playtest but I know I am minority there!

  11. @Arkansas Progressive and @OrangeP47 I decided that since it was not that hard to go backwards that I retroactively ignored that the Supreme Court did not take up the 13th Amendment (in my game) and that the amendment was NOT reviewed and overturned.
