  12. I think there was discussion on the appointment of governors->Senators->reps in reconstructed states. I wonder if we shouldn't include the states at all until a Reconstruction plan is agreed to. On that note, I think we also said that a plan should be required at the close of War/ during executive phase. The president selects one of the basic options, which can then be approved or replaced during legislative phase. For each 2 year period a plan isn't in place there should be guaranteed drops.
