There done. 

In additional to modifying existing Scripted events, legis props, and pres actions, I have added 172 new scripted events all for population movements. It will take me awhile to fill these out, but that's my next project.

Part of me is wondering if I could use the population groups, interest groups in V3 as a model to create agendas for each lobby Era by Era. The faction that has completed the highest % of their agenda will get some sort of bonus. 

I have a benchmark section that is similar to this, but I think I should rework it.
