So Napoleon would be over 100, but Jefferson would be the next highest and less than 100, so it would be pretty close to a 0-100 scale like you were originally hoping for. The pink would be my second preference. I don’t like using a percent of Napoleon though, because, since there’s so much space between him and Jefferson, it really bunches everyone up between 0 and 75 and doesn’t do as good a job at differentiating between pols. Yellow works fine if it's just a behind the scenes AI thing but if being shown to the players just ends up to bunched together to be useful to disseminate who's really better. What you could do is take the lowest possible value and just tack on a +X at the end of the formula so that number is 0 but we get to keep the granularity.
