Simon Bolivar, "the Liberator of South America," has organized a congress of former Spanish colonies to adopt a uniform policy to deal with Spain. Foreign Policy hawks with influence abroad have compelled Bolivar to invite the United States to the congress. However, many political leaders see such a move as being too interventionist and a waste of federal spending to attend the Congress.

Response A: Send delegation to attend Congress of Panama, even if it upsets Slaveholders in Congress

Response B: We can't upset the South by attending a Congress with countries that have outlawed slavery

 

Louisiana Purchase

Napoleon has once again approached us desiring to sell us the Louisiana Territory. Napoleon is desiring to sell the territory for some much-needed cash to fund his wars, although his foreign minister, Talleyrand, opposes this idea. Napoleon has sent the diplomat Francois Barbe-Marbois with instructions to give the United States an offer the president can't refuse. The issue is that purchasing the territory might be unconstitutional or extra constitutional. We will have to somehow justify the purchase legally, although I doubt any major politician is going to oppose increasing the size of our territory. This will certainly set a precedence for "necessary and proper" interpretation within the Constitution.

Response A: Sign the Treaty even if it might be unconstitutional to do so.

Response B: Purchasing land is arguably unconstitutional. Refuse.

A for both.  I'd rather take a potential 25% chance hit on dom-stab than one on party pref. for the Panama Congress.
