    One of the rules that I remember off the top my head is that you cannot propose legi that loses you points. You can’t do anything about people voting (because that would be too limiting) but you can limit what shows up. Ideally, this will stop outrageous breaches with factions acting contrary. I also think you run into this issue more with multiplayer tests as that brings out personalities and people stop trying to win the game but elections instead

    Not having enough candidates to fill every seat isn’t a bug, it’s a feature. Yeah, Republicans ain’t filling every Georgia seat in 1900. Why? There weren’t Republicans in Georgia in 1900. That’s why seat biases matter. Pick your battles in that state
