Big states will have 4 spots, medium states will have 3 spots, and small states will have 2 spots. For the Era of Independence, PA, MA, VA, MD are big, while GA, RI, DE, and NH are small. Note that these are "at large" elections, meaning that all Pennsylvania candidates are competing against all other Pennsylvania candidates.
