3-4 Nay (Historical decision)

Politicians with Civil Rights get +1 in elections in the Deep South, Upper South, and TX in the primaries until the Poll Tax and Segregation are rulled illegal or deactivated. Only applies in the states with both a Poll Tax and Segregation.

So basically my faction would like to raise money off the backs of arriving immigrants and then use that money to give themselves a raise. 😬

Appreciate patience, I'm still running this, just juggling things at work late at night that have been taking over my spreadsheet time. I'm expected to get this going again later this week.
