The primary issue of the Civil War was definitely slavery--it was tied to the economics and political power. The argument that the South was "2nd class citizens" is ridiculous. Their states were inflated in political power by the 3/5th Compromise. They tended to get all sorts of powerful positions to appease them because they were the most volatile. 

After slavery, you have the tariff, internal improvements, banking, and federal power as issues. All of these were distant behind slavery. The middle two issues are really part of the 1st, while the tariff can be partially linked to slavery.
