Due to ideology draft restrictions some factions will naturally have more politicians than others. Also, I ran the game 3 different times and the initial draft order seemed to be the same in each game. Need to male sure that's randomized if it isn't already.

Added by Eric in December to the rules; "After the committee votes, the chairs will have the option to package any of the passing legislation or leave them separate." To me, that includes replacement bills as they are auto-approved in committee. But if you see something in the rules that says differently, I'm willing to make adjustments!
