    Honestly Civil War play is fine. Nothing wrong there. Leading up to it is all well. It's reconstruction where the hurdles come in. I think we've solved those pretty well, and I think besides the changes we've mentioned - all there is to do is test them out.

    Govs at the very least need to be included to oversee ratification - like IRL.

    Military districts oversaw civilian populations during the immediate aftermath and oversaw the state governments ratification of the Reconstruction Amendments. Basically governors sholuld be appointed by POTUS to do gov actions and nothing else. Prohibit congressional representation until they ratify the requisite amendments OR reconstruction is ended.
