Poll taxes aren't the same as literacy tests? Not unless they were both considered in the same question. In any case, if literacy tests were rendered unconstutional, then the bill should be disabled.

They aren't.  I'm just saying Congress and the Govs regularly get slapped down by the Exec and our oddly liberal SCOTUS.
