Yea my tests involve all humans so when they fail its because the players banded together to reject them. Yeah, but not sure how to do it other than to maybe in earlier eras have the CPUs basically vote to confirm unless someone has low admin or some negative traits. A red senate means if I want a nominee its either is a red ( which I can't do as there's 1 singular red who meets cross part requirements of "unique" president Paine) or sacrifice someone to fail and let the PPT give 5 randos as any blue that doesnt automatically go through fails.
