Maybe less than 10 years past. The two examples given are passing in 1922 & 1924 for WW1 which was 4 & 6 years after the war ended. In our timeline, the Civil War ended in 1862, so that would be 16 years prior. To me, 16 years is NOT recent. So I believe this bill to be invalid and will vote NAY on it).
