For the gov action Abolish State Death Penalty, one of the requirements is "Governor has Judicial, Human Rights, or Civil Rights". For judicial, does that mean a point in judicial, or having justice? I realize it's a small chance, but I didn't see anyone get it, which is why I am asking.
