There's rules for randomly created politicians for the draft when we get to 2024, representing new up and comers who aren't on anyone's radar yet. For example, the Pres Pro tem Patrick Leahy retires at 82, only to be replaced by the spry 75-year old Peter Welch. Leaders in their 40s even 50s are so incredibly rare these days.
