" My initial reading of this rule was that the traits puritan and leadership would allow the player to choose whether or not they accept the card, not that they were not allowed to. However, I flagged it last time when I saw it after the fact and asked not to go back to rescore it. The military card was removed from the pacifist faction though for obvious reasons. Traditional value conservatives all over the country were salivating at the prospects of having Everett Dirksen and Leslie Arends together in the Senate making Illinois a true powerhouse in the legislative body. Alas, the much-maligned Stratton has made more enemies with his blunderous choices appointing a couple liberals to these key seats. There are some who say Stratton appointed Charles Percy to the Senate to avoid facing him in the Gov/ Primary next year.
