Washington was the Secretary of War. You can keep the three ministers you have and appoint someone else to the War Department, you can select all new cabinet ministers, or a combination thereof. However, remember, the Senate must approve your appointments and the Senate is 14-12 Red/Blue so you MAY want to have some Blue choices if you decide to replace cabinet officers. There are now 12 Red and 12 Blue Senators, with the Vice-President to break the tie if necessary.
